Drawing together the expertise and connectedness of authors from the Global South and North, this book presents novel approaches to understanding the often hidden forms of domestic energy deprivation. Case studies from 20 countries provide critical perspectives on this phenomenon while analysing the policy practices, government strategy, and sustainability implications of divergent manifestations. The book takes a multidimensional perspective, challenging the bias towards energy production and service provision, which often do not align with the aspirations and realities of energy households across global contexts, thus facilitating a useful dialogue on the nature of energy poverty.

Several gaps in the conceptual and empirical knowledge of energy poverty have developed during recent years. This article aims to depict these inconsistencies, as well as to undertake a brief analysis of the current state of the practices and policies that build around this concept. The way energy use in household consumption contributes or not to the development and reproduction of energy poverty will be addressed though a short analysis of how different definitions employed succeed to measure energy deprivation, as well as of how these definitions are engaged as practicalities in different social contexts. To meet this purpose, I use data from European Quality of Life Survey 2003–2016, Eurostat, and EU Buildings Database, and I also focus on narratives around energy vulnerability, traced in several policy documents. This is relevant in order to highlight gaps and ambiguities that will illustrate the links between the macrosocial layouts of the geographical and political distribution of energy for residential consumption and the scaled-down realities of energy consumption in households. Patterns of energy use are influenced by access to adequate and sufficient energy sources for home maintenance and for increasing housing quality, as well as by the other variables related to the dynamics of knowledge of efficient energy sources, the evolution of the purpose of energy policies, and the holding of energy assessment strategies for household consumption. Furthermore, to advance the understanding of energy poverty mechanisms, as well as practices around energy use, a new concept of "hidden energy transfers" is proposed as an analytical tool that highlights the social embeddedness of energy, particularly how social connectedness is vital for the energy deprived households. As demonstrated, the concept builds upon previous studies and can address a more inclusive and contextual understanding of coping strategies around energy deprivation and energy poverty, that considers not only behaviours within the household, but also those outside of it. Raising concerns about the effectiveness of the energy poverty policy actions in Poland, such as Clean Air and Stop Smog, brings forward the need to apply different strategies to identify the energy poor. More than 13.7% of Polish households were energy poor in 2018 according to the ability-to-keep-home-warm indicator. This study proposes enhancing the model-based approach to measure households' energy poverty. Our goal is to assess regional vulnerability to energy poverty in Poland. The study relies on three national datasets and is conducted in two steps. The Energy Consumption Survey (2018) and the Household Budget Survey (2018) provide data for modeling household's energy poverty in the first step. The Local Data Bank (2019) gives information on the potential factors increasing regional vulnerability to energy poverty evaluated in the second step. We apply multiple linear regression to identify energy-poor households and principal components analysis to examine the regions' vulnerability factors. As a result, we produce several maps showing the spatial distribution of vulnerability to energy poverty in 380 Polish districts. Our results indicate that some northern, southern and eastern districts in Poland are primary targets of energy poverty policy actions.

For this reason, the concept of energy poverty is carefully monitored by the United Nations and the European Union within the scope of "Sustainable Development" objectives. In this study, energy poverty is conceptually investigated, and the data related to the current energy consumption and the main indicators of energy poverty in various countries were examined. Moreover, socioeconomic characteristics of energy poor households in Turkey were examined with the help of the 2017 Household Budget Survey data set. According to the most recent data available, about one-quarter of households in Turkey are energy poor while nearly half of the households, which have the lowest income levels, were found to carry the risk of facing energy poverty. For the richest households, this rate is only 3.48%. Additionally, the share of energy poor households was observed to decrease from 2003 to 2017.

Three indicators proposed by the European Union Energy Poverty Observatory (EPOV) are used to construct a multidimensional energy poverty index (MEPI) based on measure conditions associated with energy poverty, in areas related to delays in the payment of electricity bills, disproportionate expenses, hidden energy poverty, and the 10% Boardman (1991) rule. The information comes from the Ecuatorian Life Conditions Survey. The results show that energy poverty is present in Ecuadorian households, at the national level, and just as these indicators have restrictions, advantages and disadvantages, which demand decisions about the choice of their use.

Household access to essential energy services such as warmth, cooling, lighting, clean cooking or power for communication and appliances is increasingly considered to be vital to human development. People's decent living standards, health, well-being and social inclusion depend on affordable, reliable and high-quality access to energy, but instead, energy poverty is considered a growing concern globally. This contribution assesses how international law, European Union law and national law has so far responded to questions of universal household energy access and energy poverty. It focuses particularly on how states may regulate in favour of universal access to affordable, continuous and high-quality electricity supply, and pays additional attention to the role of private service providers and trends to recognise energy access as a human rights concern. In terms of the latter, the paper provides evidence that electricity access is increasingly couched in legal 'fundamental rights' or 'human rights'-terms, at UN-level, EU-level and in various national jurisdictions, such as Colombia, South-Africa or the Philippines.

AbstractThe Ukraine war has increased coal and gas prices during 2022. Consequently, spot prices in Australia's National Electricity Market rose from $75 to $225/MWh, year‐on‐year. Households are shielded from spot prices, but as energy retailer hedge contracts mature, they are replaced by higher cost contracts, and end‐use retail tariffs will then rise. In this article, fuel poverty levels in Queensland are analysed. Model results forecast that fuel poverty rises from 6.8 per cent to 10.5 per cent of households. However, changes to energy concessions policy in 2016‒2017 materially enhanced horizontal and vertical efficiency, with successful targeting rising from 51 per cent to 69 per cent of vulnerable households.

Energy poverty can be seen as situation in which a household lacks a socially and materially necessitated level of energy services in the home. In the context of the European Union (EU), its causes and consequences largely coincide with those of the more narrowly defined notion of ???fuel poverty???, which has attracted a significant amount of public attention, scientific research, and state policy in Ireland and the UK. Outside of these two countries, however, EU energy poverty scholarship, debates, and policies are embryonic. From the limited amount of research that has been published to date, it is possible to conclude that the condition is predicated upon high energy prices, low household incomes, inefficient buildings and appliances, and specific households energy needs. It is particularly widespread in Eastern, Central, and Southern Europe, where it tends to affect groups who are already vulnerable to income poverty. Recent years have seen a conceptual shift in the mainstream theorization of domestic energy deprivation, onto more complex and nuanced issues of household needs, built environment flexibility, and social resilience.

International audience ; The residential energy demand is growing steadily and the trend is expected to continue in the near future. At the same time, under the impulse of economic crises and environmental and energy policies, many households have experienced reductions in real income and higher energy prices. In the residential sector, the number of fuel-poor households is thus expected to rise. A better understanding of the determinants of residential energy demand, in particular of the role of income and the sensitivity of households to changes in energy prices, is crucial in the context of recurrent debates on energy efficiency and fuel poverty. We propose a panel threshold regression (PTR) model to empirically test the sensitivity of French households to energy price fluctuations-as measured by the elasticity of residential heating energy prices-and to analyze the overlap between their income and fuel poverty profiles. The PTR model allows to test for the non-linear effect of income on the reactions of households to fluctuations in energy prices. Thus, it can identify specific regimes differing by their level of estimated price elasticities. Each regime represents an elasticity-homogeneous group of households. The number of these regimes is determined based on an endogenously PTR-fixed income threshold. Thereafter, we analyze the composition of the regimes (i.e. groups) to locate the dominant proportion of fuel-poor households and analyse their monetary poverty characteristics. Results show that, depending on the income level, we can identify two groups of households that react differently to residential energy price fluctuations and that fuel-poor households belong mostly to the group of households with the highest elasticity. By extension, results also show that income poverty does not necessarily mean fuel poverty. In terms of public policy, we suggest focusing on income heterogeneity by considering different groups of households separately when defining energy efficiency measures. We also suggest paying particular attention to targeting fuel-poor households by examining the overlap between fuel and income poverty.
